Can I convert a 135mm quick-release frame to a 12x142mm thru-axle?

No

No — the frame's dropouts decide the axle, and a quick-release frame has open slots sized for a thin skewer. What you can do is buy a 12x142 hub that converts to 135mm quick release with end caps, so the wheel moves with you to a thru-axle frame later.

Why

A 135mm quick-release frame has open, slotted dropouts for a 5mm skewer. A 12x142 frame has closed dropouts with holes for a 12mm axle, spaced 7mm wider. Neither can be machined into the other safely.

A small number of frames use replaceable dropout inserts that offer both standards. If your frame has them, the frame maker may sell a 12x142 kit — check with them before assuming.

The wheel is the flexible half. Many 142mm hubs are designed to convert to 135mm quick release with different end caps, which lets you upgrade the wheel now without being locked out of a thru-axle frame later.
